I've had the same problem, and it seems to happen whenever I'm on "grind" and I reach the end of a zone's level range when I have the "Auto-Level" box checked in the 64-bit version.  The bot will continue to teleport back and forth between the old and new zones, despite the presence of active FATEs that meet the grinding requirements.  In a short-term fix, I put myself in an area slightly above my current level, set the fate level range to +/- 10, and let the bot run for 6-8 hours.  Even if I out-level the new zone, I don't do it by much, and it's better than wasting oodles of gil.
